Singapore's Ministry of Defence (MINDEF) is taking a proactive approach to bolstering the nation's cyber defense capabilities. In a move that could spark debate, MINDEF plans to deploy specialized sectoral cyberteams to safeguard critical services against advanced persistent threats (APTs). But here's where it gets controversial... The strategy involves organizing national servicemen (NSmen) with diverse skill sets, including those honed in the private sector, into Sectoral Cyber Defence Teams (SCDTs). These teams will be deployed across key sectors like telecommunications, power, and transport, which are vital to the country's infrastructure. And this is the part most people miss... By doing so, MINDEF aims to strengthen the resilience of Singapore's critical information infrastructure (CII) and complement the efforts of the Cyber Security Agency of Singapore. The new teams will operate under the Digital and Intelligence Service (DIS) Defence Cyber Command (DCCOM) Cyber Protection Group, fostering sector-specific cybersecurity communities and ensuring NSmen with relevant cyber skills are assigned to crucial operational roles. This initiative is particularly timely, given the increasing use of cyber and digital tools by state and non-state actors to exert pressure, often short of full-scale war. As Singapore, a deeply digitally integrated nation, faces a larger attack surface due to tightly coupled systems, the lines between civilian and military targets become blurred. The DIS will organize NSmen with relevant cyber expertise into SCDTs aligned with the country's CII sectors, marking a shift from episodic contributions to a more organized and persistent defense effort. This move is in response to the threat posed by APT groups, which are organized, sophisticated, and persistent. If successful, these threat actors could access sensitive information for espionage and potentially disrupt essential services. The first phase of the SAF's digital range, including an upgraded Cyber Defence Test and Experimentation Centre (CyTEC), is set to become operational in 2026, providing a training environment for cyberdefenders akin to a live-firing range for soldiers. This digital range will facilitate complex collaborations with government partners, CII operators, and commercial companies, and enable remote connections with overseas partners for multilateral cyberdefence exercises. The initiative invites discussion and encourages NSmen with matching talents and relevant civilian expertise to express interest in serving in the DIS through the Enhanced Expertise Deployment Scheme, launched in 2022 to place those with specialized civilian expertise in relevant military roles. As the nation prepares for the digital age, MINDEF's strategy is a bold step towards safeguarding Singapore's critical services and infrastructure.
